Regular Meeting

 

The Regular Meeting of the Evesham Township Council was called to order by Mayor Brown at 7:00 p.m.  The meeting was held in the Meeting Room of the Evesham Township Municipal Complex at 984 Tuckerton Road, Marlton, NJ 08053.

 

Flag Salute.

 

Mayor Brown announced that the meeting was being held in accordance with the Open Public Meetings Act.  Notice was sent to The Central Record and The Burlington County Times, posted on the Bulletin Board and sent to those who requested notification.

PRESENTATIONS AND PROCLAMATIONS

 

Business of the Month – Brian Bowman – Chick Fil-A

Mayor Brown stated that Mr. Bowman contributes to the community and many events, most recently the football camp hosted by former Philadelphia Eagles quarterback Donovan McNabb.  Mayor Brown thanked Mr. Bowman for his contributions and read the proclamation into record.

 

Mr. Bowman thanked Mayor and Council and stated it was a privilege to be in town and thanked the community for welcoming his business with their support.

 

Knights of Columbus Council #12229, (St. Isaasc Jogues Parish) – Donation to Recreation Department Special Needs Children Fund Drive

Mayor Brown introduced two members of the Knights of Columbus and read the proclamation into record.

Regular Meeting

 

Knights of Columbus representatives presented a check in the amount of $1,200 to Nick Italiano, Director of Recreation Programming to be used for the township’s special needs program.  Mr. Italiano stated the monies would be used towards the special needs Christmas party, trophies and uniforms and thanked the Knights of Columbus for their generous donation.

 

2010 MS Bike Tour – 30th Anniversary

Mayor Brown introduced Mr. Sam Student and gave a history on the MS Bike to Shore Tour.  Mayor Brown presented Mr. Student with proclamation stating his team had won the 2009 Most Improved Team and stated that Mr. Student ranked 25th out of 7,000 people in fund raising.

 

Mr. Student introduced the members of his team and Mayor Brown read the proclamation into record.

 

Mr. Student stated that he is proud to live in Evesham and that the tour has gone through Evesham Township since its inception and that Evesham is the cleanest and safest community they bike through on their tour.  Mr. Student invited Mayor and Council to join Team Evesham on the tour for 2010.

 

Work Session

  1. Reorganization:  Review of RFP’s for Professionals.

Township Manager Czerniecki stated that in prior years the Council reorganization took place on July 1st.  Since the Township has moved to November elections, the current professionals terms are about to expire, and Mr. Czerniecki recommends that Township Council extend their term to the end of the year.  The one exception Mr. Czerniecki stated is for the position of Health Broker and he recommended Township Council meet the brokers who submitted proposals.

 

Mayor Brown recommended that Township Manager Czerniecki, Deputy Mayor Howarth and Councilman McKenna meet with the health brokers and provide a recommendation at the July Council meeting.

 

Councilman McKenna requested the Township Manager give an overview on why a health broker is necessary.  Township Manager Czerniecki stated that the State Health Benefits program may be increasing fees and the Township wants to be proactive and look into all alternate heath care programs.

 

Councilman McKenna thanked Mr. Czerniecki for his insight.

 

  1. Ordinance:  Amending Chapter 160 of the Land Use Code Entitled “Zoning” to Permit Helistops as Conditional Uses in the Land Use Development Ordinance.

Township Manager Czerniecki stated the FAA and DOT sent notices to the township regarding helicopters landing in parking lots of certain businesses.  Mr. Czerniecki recommends that Township Council request the Planning Board to review the proposal and recommend language consistent with the Master Plan.

RESOLUTION NO. 124-2010 - ADOPTION OF THE 2010 MUNICIPAL BUDGET

 

Township Manager Czerniecki expressed his thanks to the Finance team, Auditor, Department Heads and all employees, which made it possible to introduce a municipal budget with a zero increase.

 

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to adopt Resolution No. 124-2010.

 

Council Comment:  Mayor Brown stated it was a great job and thanked everyone for their work.

 

Councilwoman Hackman thanked Township Manager Czerniecki and staff for bringing Council this budget and stated she is proud to live in Evesham and stated she was grateful for Mr. Czerniecki’s leadership.

 

Councilman Croft thanked Township Manager Czerniecki and all department heads for their hard work.

 

Councilman McKenna commended the amount of work that went into the budget process. He stated he was disappointed in lack of public attendance at meetings.  He further stated that Council had to make hard choices and hopes the school districts will follow suit. 

 

Deputy Mayor Howarth thanked everyone for a great job and that Council has to individually get the word out to residents regarding the municipal budget.

 

Mayor Brown stated that residents’ perspective is the same now as it was in 2007; most residents just want their taxes lowered.

RESOLUTION NO. 128-2010 - AWARD OF CONTRACT – PROFESSIONAL ENGINEERING SERVICES – PEDESTRIAN/BIKE TRAIL – PHASE I – CONCEPTUAL PLAN

 

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to adopt Resolution No. 128-2010.

 

Council Comment:  Councilman McKenna requested more information.  Township Manager Czerniecki explained that the resolution pertains to a feasibility study for a nature trail which was suggested as part of the visioning plan. 

 

Deputy Mayor Howarth stated that he worked with Boy Scout Troop 49 on clean-up in the southern end and that it offers beautiful natural resources.

On motion by Deputy Mayor Howarth, seconded by Councilwoman Hackman it was moved to adopt Consent Agenda Resolution No. 131-2010 to Resolution No. 145-2010 and Resolution No. 147-2010 to Resolution No. 156-2010.

 

Mayor Brown called for any separations; there being none, Mayor Brown called for a vote.

PUBLIC COMMENTS: 

Mr. David Silver, stated the Yellow Ribbon Club was looking for active and veteran military residents for the July 4th ceremony.

  2. Engineer Report – Township Engineer Arango advised Council that the inspection of the Tomlinson Mill dam was complete and a report will be issued shortly.

Council Comment:

Councilwoman Hackman stated that Evesham was one of the few municipalities that did not have to cut back their July 4th festivities thanks to the great volunteerism in Evesham.. 

 

Mayor Brown stated that he expects a larger crowd than normal for the July 4th celebration, since neighboring towns had to either cut back or eliminate their festivities.  He referred to a recent Press Release suggesting car pooling and outlining traffic and safety guidelines.   Mayor Brown thanked the Evesham Celebrations Committee for bringing in donations to make the July 4th celebrations possible.

              

On a motion by Councilwoman Hackman, seconded by Councilman Croft, it was moved to adjourn the meeting.
