Welcome to Community DevelopmentThe Department of Community Development is the principal agency responsible for administrative and technical support for the Planning Board, the Zoning Board of Adjustment, the Historic Preservation Commission, the Economic Development Commission, the Shade Tree Commission and the Environmental Commission of Evesham Township. In addition, the Department of Community Development provides administrative and technical support for the enforcement of the State of New Jersey Uniform Construction Code, the Township Code (insofar as it relates to use of property) and the Land Use Code. The Department of Community Development is also responsible for the administration of the Affordable Housing Program. Affordable HousingLOW & MODERATE INCOME HOUSINGEvesham Township is committed to the availability of affordable housing in accordance with its 1999 Housing Element and Fair Share Plan. The Township, based on guidelines established by the New Jersey Coalition of Affordable Housing, has made provisions in its Land Use Element for the construction and rehabilitation of 553 affordable dwelling units. Local income-eligible households are encouraged to participate in the Low and Moderate Income Housing Program. The Division of Inspections, a full time enforcing agency, comprises the Construction Official, Building, Electrical, Fire Protection and Plumbing Subcode Officials and sufficient support staff to enable an efficient and professional level of service to the community. The New Jersey Uniform Construction Code requires that a Construction Permit shall be obtained from the local Construction Official before construction, enlargement, repair, renovation, alteration reconstruction, demolition, or changing the use of any building or structure. The Uniform Construction Code contains provisions to enable ordinary building maintenance and equipment repair without the necessity of applying for a permit (does not include historic buildings) and for minor work. Minor work requires a permit but the work may commence prior to the procurement of a permit if the procedures contained in the regulations ( NJAC 5:23-2.17A et. seq.) are followed. For more information, go to: http://www.newtanksnj.org/ Environmental CommissionEnvironmental CommissionThe Evesham Township Environmental Commission, composed of seven regular and two alternate members, was created by the Township Council in 1978 for the protection, development or use of natural resources within the limits of Evesham Township. The duties of the Environmental Commission include, but are not limited to, the review of development applications in order to ensure that the proposed development will not cause significant harm to the natural environment, that the proposed development will not place an excessive demand upon the total resources available for such proposal and, to determine whether the proposed development has been designed with a view toward the protection of natural resources. The Commission is advisory to the Planning Board and Zoning Board of Adjustment in the case of development applications. The Commission provides the Township Council with recommendations concerning open space preservation, water resource management, air pollution control, solid waste management, soil and landscape protection and environmental appearance. The Evesham Township Environmental Commission meets on the second Monday of each month at 8:00 P.M. in Meeting Room 208B of the Municipal Services Building. Environmental Resource Inventory for the Township of Evesham (10.8MB PDF format) Certificate of OccupancyProcedures for Obtaining a Certificate of OccupancyThe State New Jersey Uniform Construction Code, at NJAC 5:23-2.23, requires that the applicant for a construction permit (where a certificate of occupancy is required) shall not occupy a building or structure, or any part thereof, until a certificate of occupancy has been issued by the Construction Official. To qualify for a certificate of occupancy, the permit holder shall: Complete the scope of work authorized by the construction permit and all conditions of the construction permit; Complete the scope of work authorized by other approval agencies as part of the prior approval process; Submit an application for a certificate of occupancy (Form No. UCC F270) completed in its entirety. The application must be accompanied by the following documents at minimum:
(For residential development) As-built construction plans if work deviates from approved plans; Copy of Certificate of Compliance issued by the Soils Conservation District; Copy of final survey showing location of improvements, final grades, clearing limits, easements, elevation of lowest and finished first floor, location of wetlands and or flood plains lines; Copy of homebuilders warranty Certificate of Participation; Proof of water meter installation (if public water) from the Municipal Utilities Authority; Proof of water test approved by County Health Department (if private well); Copy of septic system approval by Health Department; Copy of the Certificate of Registration for multi-family occupancies (apartments, hotels and motels).
(For non-residential development) A copy of as-built plans if work deviates from approved plans; Copy of letter or certificate of approval from all Prior Approval agencies including: Soil Conservation District Certificate of Compliance; Letter of substantial completion from Township Engineer; Letter of substantial completion from Township Planner; Certification of substantial completion from all governmental agencies, not mentioned above, having jurisdiction over the project. Refer to the construction permit checklist for other prior approvals required at that time; Water Meter installation verification from the Municipal Utilities Authority; Proof of receipt of food handlers license from the Evesham Township Municipal Clerk. This is required for food establishments; A certified test and balance report of the HVAC system(s) for office and educational type occupancies in Class I & II buildings; Proof that performance bonds have been posted if a Site Plan Agreement (in lieu of a bond) was filed at time of permit.
A certificate of occupancy will be issued within 10 business days after a complete application has been filed therefor and all construction inspections have been made and approved, provided all fees including Mandatory Development Fees (if applicable) and outstanding penalties have been paid. Approval to install shelving or furnishings may be granted prior to issuance of a certificate of occupancy upon the request of the applicant after all of the construction inspections have been made and approved. A Temporary Certificate of Occupancy may be issued in cases when the applicant cannot complete a specific portion of the work prior to occupancy. The application requesting a TCO shall contain a list enumerating the outstanding items and the estimated time for their completion. A copy of the appropriate governmental agency recommending issuance of a TCO must be attached to the request. In the case of multi-tenant buildings, a Certificate of Occupancy for the building shell (including all common areas) shall be issued prior to issuance of a C.O. for a tenant space. BUILDING WORK-REPAIRS NOT REQUIRING A PERMIT1. Ordinary Building Repairs include: Exterior and interior painting; Installation, repair, or replacement of any interior finishes of less than 25 percent of the wall area in any given room, in a one or two family dwelling. This shall include plastering and drywall installation: (1) Vinyl wall covering of any amount is an ordinary repair; (2) Paneling shall not be considered an ordinary repair; Wallpapering at any location; Replacement of glass in any window or door. However, the replacement glass shall be of a type and quality that complies with the minimum requirements of the code; Installation and replacement of any window or door, including garage doors, in the same opening without altering the dimensions or framing of the original opening. This shall include storm windows and storm doors. The installation and replacement of means of egress and emergency escape windows and doors may be made in the same opening without altering the dimensions or framing of the original opening, and shall not reduce the required height, width or net clear opening of the previous window or door assembly; Repair of any non-structural member such as a partition railing or kitchen cabinet; Repair or replacement of any interior or exterior trim, decoration or moldings; Replacement or installation of any flooring material, except carpeting, with a new material. However, installation of carpeting in one and two family dwellings will be permitted under ordinary repairs; Repair of existing roofing material not exceeding 25 percent of the total roof area within any 12-month period; Repair of existing siding with like material not exceeding 25 percent of the total building exterior wall area within any 12-month period. Repair or replacement of any part of a porch or stoop which does not structurally support a roof above; Replacement or installation of screens; Installation of any roll or batt insulation when installed adjacent to or not more than one and a half inches from an interior finish; and Replacement of exterior rain water gutters and leaders. Planning & ZoningPlanning & ZoningThe Planning Board meets on the first and third Thursdays of each month at 7:00PM in the Meeting Room of the Evesham Township Municipal building. The Zoning Board meets on the third Monday of each month at 7:00PM in the Meeting Room at the Municipal building.
