Regular Meeting
The Regular Meeting of the Evesham Township Council was called to order by Mayor Brown at 7:00p.m. The meeting was held in the Meeting Room of the Evesham Township Municipal Complex at 984 Tuckerton Road, Marlton, NJ 08053.
Flag Salute.
Mayor Brown announced that the meeting was being held in accordance with the Open Public Meetings Act. Notice was sent to The Central Record and The Burlington County Times, posted on the Bulletin Board and sent to those who requested notification.

WORK SESSION
Smart Growth Grant – Workshop Results
Mayor Brown thanked everyone involved in the workshops.
Township Manager Czerniecki acknowledged the Arrowhead Neighborhood Association and the Environmental Commission for their work.
He introduced Jim Constantine from LRK, the firm given the contract to conduct the workshops.
Mr. Constantine explained the workshop process as a visionary plan to transform the surrounding area with the input of the community.
He presented the workshop results to Council, identifying those areas that the residents find most in need and the most favorable ideas for revitalization.
Mr. Constantine identified the Marlton Circle reconstruction project as a crossroad that could serve as a landmark for Evesham.
Mayor Brown inquired if redevelopment funding was available and what incentives existed to attract developers.
Councilwoman Hackman liked the ideas presented, while expressing concern with funding.
Township Manager Czerniecki explained that the visioning plan will allow the correct zoning to be in place to attract the appropriate type of development.
Deputy Mayor Howarth stated it serves as a blueprint for the community.
Councilman Croft approved of the study, and stated it was a long term zoning plan.
Councilman McKenna complimented Mr. Constantine on his presentation and thanked the residents for their input. He suggested a balance with investors to prevent Evesham from being put up for sale and stated that the study is a good document to assist the Planning and Zoning Boards.
Mayor Brown suggested the addition of more sidewalks, especially in the area of Main Street.
Township Manager Czerniecki stated that ownership of Main Street is also an issue and that design standards need to be put in place.
Public Comment
Jeffrey Baron, former Evesham Township Planning and Zoning Board attorney, stated that the visioning plan is an opportunity to bring development to town and to change too restrictive codes on parking and setbacks.
He suggested Council consult with redevelopers to discover what they are looking for.
Mayor Brown suggested coordination with the Marlton Business Association and to have the Smart Growth Grant Workshop results presented to them at a future meeting.
Mayor Brown called recess at 8:30p.m. Council reconvened at 8:40p.m.
ORDINANCES – SECOND READING
Ordinance No. 1-2-2010 – An Ordinance Amending Chapter 45, Article I of the Code of the Township of Evesham Alcoholic Beverages to Include Hotel/Motel Liquor Licenses
On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to open the public hearing on Ordinance No. 1-2-2010.

There being no comments, Mayor Brown called for a vote to close public hearing.

ORDINANCES – FIRST READING
Ordinance No. 2-3-2010 – Authorizing Acceptance of Deeds of Easement from Legacy Evesham Association, LLC (Legacy Oaks) – (Culverts on Lowell Drive, Mitchell Drive and Clancy Court)
On motion by Deputy Mayor Howarth, seconded by Councilwoman Hackman, it was moved to introduce Ordinance No. 2-3-2010, with second reading and public hearing on March 16, 2010.

Ordinance No. 3-3-2010 – An Ordinance of the Township of Evesham Amending Ordinance No. 16-10-2008 and Ordinance No. 1-1-2005 Which Ordinances Provide for Salaries and Compensation to be Paid to the Officers and Employees of the Township of Evesham, County of Burlington, State of New Jersey for the Year 2004 and Beyond
On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to introduce Ordinance No. 3-3-2010, with second reading and public hearing on March 16, 2010.
Council Comments: Councilman Croft confirmed that no increases were included in the ordinance.
Township Manager Czerniecki explained that the ordinance reflects contractual raises and a change from part-time to salary for the crossing guards.

PUBLIC COMMENTS
Jim O’Rourke, 49 Longhurst Road, thanked the Public Works Department for their efforts during the last snow storm and commended their work.
STAFF COMMENTS
Clerk’s Report – Township Clerk Bonfrisco inquired on Council’s intention to advertise for RFPs for Reorganization.
Township Manager Czerniecki suggested reorganization discussion be added to the March meeting workshop.
Solicitor’s Report – None.
Manager’s Report – Mr. Czerniecki informed Council of the FOP fundraiser being held at the Gibson House March 6, 2010.
Township Engineer – Tim Staszewski informed Council that the sidewalk and solar panel projects are ready for bidding.
COUNCIL COMMENTS
Councilman McKenna inquired on Township policy of snow removal on sidewalks.
Township Manager Czerniecki stated that residents have twelve hours of daylight from the end of snowfall to clear their sidewalks and the Township is notifying those residents not in compliance.
Councilman McKenna expressed concern over potholes throughout the Township as a result of recent snowstorms.
Councilman Croft supported the Township being proactive and engaging developers. He suggested the MIS Department investigate web based email for Township Employees.
Councilwoman Hackman thanked the Public Works Department for their work during the snow storm and reminded the Public of the upcoming Fire District Election on Saturday February 20th.
Deputy Mayor Howarth inquired if the Township could be reimbursed for plowing County or State roads.
Mayor Brown commended Bill Cromie, Superintendent of Public Works for his leadership during the snow storm and stated that an application was filed to FEMA for relief.
Township Manager Czerniecki stated the Township could receive $100,000 as a result.
On motion by Deputy Mayor Howarth, seconded by Councilwoman Hackman, it was moved to adjourn the meeting.
