Regular Meeting
The Regular Meeting of the Evesham Township Council was called to order by Mayor Brown at 6:36p.m. The meeting was held in the Meeting Room of the Evesham Township Municipal Complex at 984 Tuckerton Road, Marlton, NJ 08053.

Mayor Brown announced that the meeting was being held in accordance with the Open Public Meetings Act. Notice was sent to The Central Record and The Burlington County Times, posted on the Bulletin Board and sent to those who requested notification.

PROCLAMATIONS
NJ Recreation and Park Association (NJRPA) Daniel M. Gasalberti Recreation Programming Award
Mayor Brown presented Township Recreation Programs Manager Nick Italiano with a plaque and proclamation in recognition of the “Triple-A-Summer Camp” receiving the NJ Recreation and Park Association Daniel M. Gasalberti Recreation Programming Award. Mr. Italiano introduced Debbie Rumbos, Lisa Lauria and Matt Wilson, noting their contributions to the success of the program.
Township Manager Czerniecki thanked the Recreation team for improving the summer recreation program.
New Jersey State Wrestling Champions
Mayor Brown introduced Mike Zeuli and Ben Fanjoy, congratulating them on their success in the NJ State Wrestling Championship and acknowledging the positive influence they have as role models to future wrestlers. He commended their academic and athletic success and presented proclamations to each in recognition of their achievements.
Marlton Middle School Wrestling Team – South Jersey Middle School Wrestling League Champions
Mayor Brown read the proclamation into the record and presented each member of the Marlton Middle School Wrestling Team with a proclamation in honor of their winning the SJ Middle School Wrestling League Championship for the first time in school history.
WORK SESSION
1. Preliminary Road Improvement Strategy
Township Manager Czerniecki presented Council with a plan to utilize micro surfacing as a cost effective and efficient method to meet the maintenance requirements of the Township roadways.
Discussion followed.
Council was in favor of further investigation and a cost analysis.
Council consensus to move Regular Public Comment forward on the agenda.
PUBLIC COMMENT
Eleanor Bisignano, 1900 Old Marlton Pike East, questioned remarks made by Traffic Engineer Rached regarding the State’s involvement in setting speed limits on Township owned streets.
Township Manager Czerniecki explained that the Township Traffic Engineer can certify the speed limits and Council can approve it; however, they must follow State regulations regarding how the limits are established.
ORDINANCES – FIRST READING
Ordinance No. 8-4-2011 – An Ordinance of the Township of Evesham Amending Chapter 3 of the Code of the Township of Evesham Entitled “Administrative Code”
On motion by Deputy Mayor Howarth, seconded by Councilman Zeuli, it was moved to introduce Ordinance No. 8-4-2011, with second reading and public hearing on April 5, 2011.

On motion by Deputy Mayor Howarth, seconded by Councilman Croft, it was moved to introduce Ordinance No. 9-4-2011, with second reading and public hearing on April 5, 2011.

STAFF COMMENTS
Township Manager Czerniecki informed Council that the northbound lane on the circle overpass will be open to traffic on Friday.
With regard to Council’s inquiry on rescinding the no left turn restriction from Starbucks, he stated that the DOT and Police Chief Barth have requested to that no changes be made until the project is complete and traffic patterns can be evaluated.
Township Engineer Staszewski informed Council that the Lincoln Drive contracts are being signed and that he anticipates the project starting by the end of the month.
He further stated that he will have cost estimates for the structure cover for the turf field.

On motion by Deputy Mayor Howarth, seconded by Councilman Zeuli, it was moved to adopt Resolution No. 76-2011 and go into Executive Session.
