Regular Meeting
The Regular Meeting of the Evesham Township Council was called to order by Mayor Brown at 6:36p.m. The meeting was held in the Meeting Room of the Evesham Township Municipal Complex at 984 Tuckerton Road, Marlton, NJ 08053.

Mayor Brown announced that the meeting was being held in accordance with the Open Public Meetings Act. Notice was sent to The Central Record and The Burlington County Times, posted on the Bulletin Board and sent to those who requested notification.

COMMENDATION

Mayor Brown read the Resolution into the record and presented it to Anthony Rossi, congratulating him on his achievement.

Mayor Brown read the Resolution into the record and presented it to Andrew Wenzel, congratulating him on his achievement.

WORK SESSION
1. 2011 Municipal Budget Update
Township Manager Czerniecki presented Council with a suggested budget which would require a 2.2 cent tax increase.
Mr. Czerniecki reviewed budget elements.
Mayor Brown thanked the budget team for their efforts; he emphasized increases in health insurance as a strong budget factor and suggested looking at revising the current health insurance package and reducing the proposed tax increase.
Councilman Zeuli inquired when the benefit of the reduced transfer station fees could be anticipated in the budget.
Councilwoman Hackman commended the proposed budget, as within the CAP with no service cuts. However, she suggested looking further into health care costs.
Deputy Mayor Howarth stated that the Governor’s proposal on healthcare could affect the outcome.
Discussion followed on health insurance and looking at creative ways to reduce costs.
2. 2011 Road and Sidewalk Improvement Program
Bill Cromie, Public Works Superintendent, presented Council with the 2011 proposed road and sidewalk plan, including a pavement rating system used to grade all roadways within the Township.
Discussion followed on road improvements and maintenance options.
Mayor Brown requested the topic be brought to a future work session and include financing options for discussion.
Township Manager Czerniecki provided a status review on pedestrian improvements on North Elmwood Road.
Mayor Brown stated that he was disappointed that the Developer for the Inglis House did not provide better access for residents.
Discussion followed on the potential for County improvements to the intersection.
PRELIMINARY PUBLIC COMMENT
Kathleen Santomero, 2 Clancy Court, addressed Council on behalf of Inglis House residents unable to stay for public comment. Ms. Santomero explained the difficulty of the residents in accessing local stores. She requested the Township expedite a solution. She presented a petition in favor of providing a sidewalk or improvements to allow the residents to access the Shoppes at Elmwood.
Mayor Brown question why the Planning Board approved plans without proper access.
Michelle Mertz, 116 Meadowview Circle, questioned the increase shown in the budget presentation.
Township Manager Czerniecki clarified.
George Baumgart, 32 Birchwood Drive, stated that the current estimated market value for his home is well below the assessed value. He further stated that he was dissatisfied with the Township snow removal.
ORDINANCES – SECOND READING
Ordinance No. 4-3-2011 – An Ordinance of the Township of Evesham Amending the Redevelopment Plan for the Former Municipal Complex and Vicinity
Mayor Brown opened the public hearing. There being no comments, Mayor Brown called for a vote to close public hearing.
On motion by Councilwoman Hackman, seconded by Councilman Zeuli, it was moved to close the public hearing on Ordinance No. 4-3-2011.

Council Comments: Township Solicitor Gillespie stated that the Planning Board reported that the ordinance was consistent with the Master Plan.

Ordinance No. 5-4-2011 – An Ordinance of the Township of Evesham to Amend Chapter 150 of the Code of the Township of Evesham to Prohibit Left Turn Movement – Dutch Road and New Jersey Route 73 South
On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to introduce Ordinance No. 5-4-2011, with second reading and public hearing on April 5, 2011.

On motion by Councilwoman Hackman, seconded by Councilman Zeuli, it was moved to introduce Ordinance No. 6-4-2011, with second reading and public hearing on April 5, 2011.
Council Comments: Township Manager Czerniecki noted that Letter H (5) & (6) should read $30 per hour.

PUBLIC COMMENTS
Michelle and James Mertz, 116 Meadowview Circle, stated that roads within Country Farms are in need of repaving, and better traffic signage. They stated that their neighborhood had poor snow removal.
Mayor Brown explained the volume of roads within the Township in need of repair and the Township’s system to plan improvements based on need.
Discussion followed.
Dave Silver, 20 Heather Drive, invited Council to join the Yellow Ribbon Club in their Supply Drive at Superfresh on March 12th and March 13th.
STAFF COMMENTS
Township Roads Engineer Rehmann suggested utilizing the Township road crew to do small road repairs to eliminate labor costs associated with road repair.
Township Manager Czerniecki stated that a cost benefit analysis is being prepared for road maintenance options.
Greg Sullivan, Remington & Vernick, informed Council that the Solar Panel Project is fully functional.
COUNCIL COMMENTS
Councilman Zeuli stated he agrees with a proactive approach to road improvement. He expressed concern regarding residents stating they did not receive responses via the Township phone system and asked that the complaints be looked into.
Deputy Mayor Howarth suggested enforcing the Township ordinance requiring sidewalk clearance following snow events.
Township Manager Czerniecki requested the addition of Potential Land Acquisition to Resolution No. 67-2011.
