Regular Meeting
The Regular Meeting of the Evesham Township Council was called to order by Mayor Brown at 6:38p.m. The meeting was held in the Meeting Room of the Evesham Township Municipal Complex at 984 Tuckerton Road, Marlton, NJ 08053.
Flag Salute.
Mayor Brown announced that the meeting was being held in accordance with the Open Public Meetings Act. Notice was sent to The Central Record and The Burlington County Times, posted on the Bulletin Board and sent to those who requested notification.

COMMENDATION
Resolution No. 32-2011 - Eagle Scout – Nicholas D. Carbonara – Troop 100
Deputy Mayor Howarth read the Resolution into the record and presented it to Nicholas D. Carbonara, congratulating him on his achievement and acknowledging the support of parents and troop members in achieving the honor.
On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to adopt Resolution No. 32-2011.

There being no comments, preliminary public comment was closed.
WORK SESSION
Draft Revisions to Recreation and Open Space Master Plan Element
Township Manager Czerniecki reviewed with Council the action item list for draft revisions to the Open Space Master Plan relative to possible future grant opportunities. He stated that the Township worked with the Marlton Recreation Council, Environmental Commission and Senior Advisory groups for input.
Discussion followed on plan elements and possible time line.
Mayor Brown stated he was confident in moving forward with an inclusive recreation plan, to be implemented over time.
Council reviewed specific items including field improvements, trail system and revegetation of parks and open space.
Council consensus on listed items without prioritizing.
Township Manager Czerniecki thanked John Volpa and Ila Vassallo from the Environmental Commission for their assistance.
North Elmwood Road Pedestrian/ADA Improvements
Township Manager Czerniecki informed Council of the County’s commitment to additional improvements in the area. He stressed the importance of the improvements for the Inglis House residents.
Township Engineer Staszewski presented proposed improvements to Council members.
Discussion followed on potential grant funding.
Council consensus to gather more information regarding Community Development Block Grant use possibilities.
Municipal Facilities Security Plan
Township Manager Czerniecki stated that in follow-up to the Mayor’s recommendation, he investigated the potential of adding a metal detector to the Municipal Building, as well as increasing security for Township buildings. He outlined his proposed plan, including the hiring of two part time special officers.
Council consensus to move forward with the plan.
ORDINANCES – SECOND READING
Ordinance No. 1-2-2011 – An Ordinance of the Township of Evesham Establishing Annapolis Drive as a “Local Traffic Only” Roadway, and Creating a New Section 150-16.1, and Associated Schedule Section, Entitled, “Local Traffic Only Streets Designated”
Mayor Brown opened the public hearing. There being no comments, Mayor Brown called for a vote to close public hearing.
On motion by Councilman Croft, seconded by Councilwoman Hackman, it was moved to close the public hearing on Ordinance No. 1-2-2011.

On motion by Councilman Croft, seconded by Councilwoman Hackman, it was moved to close the public hearing on Ordinance No. 2-2-2011.

Resolution No. 34-2011 – Amendment to Contract for Drainage Improvements to Tara Terrace and Authorization of Change Order No. 1 with Respect Thereto
Council Comment: Deputy Mayor Howarth expressed concern with the increase change order.
Township Engineer Staszewski explained that the change order resulted from unforeseen emergency circumstances.
Discussion followed on the change order process.

PUBLIC COMMENTS
John Volpa, 40 Eustace Road, commended Township Manager Czerniecki on the well drafted plan for the Open Space Master Plan. He stated that the Green Team and Environmental Commission are in favor. He updated Council on the Green Team’s effort towards Sustainable Jersey Certification.
Mayor Brown thanked Mr. Volpa for his public service.

COUNCIL COMMENTS
Deputy Mayor Howarth inquired if new traffic patterns would allow for the elimination of the no left hand turn from the Starbucks parking lot onto Main Street.
Mayor Brown requested an update to the Township road condition rating map. He further requested that the County’s snow plowing efforts be addressed for County roads within town.
Mayor Brown inquired on budget meeting schedule.
Township Manager Czerniecki anticipated a budget work session following the Governor’s address in the beginning of March.
Resolutions
Resolution No. 46-2011 – Resolution Authorizing the Mayor, Township Council and Support Staff to Meet in Private Session and Authorizing the Exclusion of the Public from that Portion of the Meeting Dealing with Specific Issues Requiring Non-Public Discussions: Litigation
On motion by Deputy Mayor Howarth, seconded by Councilwoman Hackman, it was moved to adopt Resolution No. 46-2011 and go into Executive Session.
