The Regular Meeting of the Evesham Township Council was called to order by Mayor Brown at 6:35p.m.  The meeting was held in the Meeting Room of the Evesham Township Municipal Complex at 984 Tuckerton Road, Marlton, NJ 08053.

Flag Salute.

Mayor Brown announced that the meeting was being held in accordance with the Open Public Meetings Act.  Notice was sent to The Central Record and The Burlington County Times, posted on the Bulletin Board and sent to those who requested notification.

Regular Meeting – November 9, 2010

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to approve the above listed minutes.

Presentations

Township Manager Tom Czerniecki – 2010 NJMMA Outstanding Township Manager

Mayor Brown presented Township Manager Tom Czerniecki with a plaque in recognition of his being named the 2010 New Jersey Municipal Management Association’s Outstanding Township Manager.  Mayor Brown thanked Mr. Czerniecki for his contributions to the Township, his leadership and dedication.

Monica Vandenberg, Evesham Township Communications and Special Services Manager presented Mr. Czerniecki with a clock on behalf of the employees of Evesham Township. 

Mr. Czerniecki thanked his family for their support.  He acknowledged members of Council for their leadership, the Evesham employee team and the residents for making Evesham a great community.  

Commendation

Mayor Brown read into the record, and presented Drew Howarth with a Resolution recognizing his accomplishment of achieving the Eagle Scout honor.

Deputy Mayor Howarth, congratulated his son and commended the scouts for their contributions and service to the community.

Proclamation

Cherokee High School Varsity Football Team – NJSIAA South Jersey Group IV Champions

Mayor Brown spoke on the history of Cherokee High School Football and his own involvement as a former team member and coach.  He mentioned the success of Cherokee teams since the installation of the turf field.

The Mayor presented Coach Mehigan and team members with the Proclamation and congratulated team members and coaches on their State Championship Title.

Coach Mehigan thanked Mayor and Council for the recognition and thanked the administration, athletic director and coaches for their support.  He applauded the team for their commitment.

Mayor Brown Called Recess at 7:10p.m.

Resolution No. 348-2010 Eagle Scout Andrew Joseph Howarth – Troop 49

On motion by Deputy Mayor Howarth, seconded by Councilwoman Hackman, it was moved to adopt Resolution No. 348-2010.

Preliminary Public Comment

There being no comments, preliminary public comment was closed.

Presentations

Councilman John McKenna 2007-2010

Councilman John McKenna was honored by School Board Member Sandy Student for his fiscal responsibility, professionalism and commitment.

Mark McKenna commended the Councilman for making difficult decisions which were right for the community.

Mayor Brown recognized Councilman McKenna for his service during difficult issues such as the Marlton Circle reconstruction, the turf field installation and reassessment.  He acknowledged his contributions to the success of the 0% tax increase budgets and the reorganization of the Township in 2007.  He thanked the Councilman for his service.

Rosemary Bernardi, Evesham Township School Board Member, thanked Councilman McKenna for his time and public service.

Burlington County Freeholder, Chris Brown, having served on Council with Mr. McKenna noted the Councilman’s commitment to excellence.  He stated that he learned from him and was happy to have served with him.

Mayor Brown presented a plaque to Councilman McKenna, honoring his term on Council.

Councilman McKenna thanked Township Manger Czerniecki for his advice and leadership and thanked his family for their support.  He encouraged residents to learn about the candidates they elect and become active in the community.

He wished Council-Elect Zeuli much success during his term.

WORK SESSION

Annapolis Drive – Continued Discussion on Traffic Engineer’s Report

Maurice Rached, Township Traffic Engineer, provided an updated report on proposed solutions to traffic concerns on Annapolis Drive and within the development.

He recommended new signage to prevent cut-thru traffic on all roadways within the community and by the park, including limiting certain roads to local traffic only.

Mr. Rached reviewed the pros and cons of this action, including his concern regarding enforcement.  He recommended a legal review of the plan by the attorney and Police Chief.

Discussion followed.

Consensus to move forward with signage and to investigate limiting the roadway to local traffic only.

Public Comment

Ravi Mahadevan, 3 Annapolis Drive, inquired what was being done to reduce speeding.

Mr. Rached stated he expected the signage to help.

Debbie Mathis, 13 Columbia Drive, inquired on the length of time for the review process and visibility of the signage.

Mr. Rached indicated signage would be large and visible. 

Vince Palagruto, 11 Columbia Drive, stated he was pleased that Columbia Drive was being considered in the plan.  He suggested periodic police presence to enforce new regulations.

Jim Mulholland, 4 Annapolis Drive, expressed concern regarding the legal aspect on a local traffic only designation.

Councilman McKenna agreed, stating that the Township would be setting a precedent by designating local traffic only.

Councilman Croft suggested that along with new signage, Police officers monitor speeding.

Township Manager Czerniecki stated that the Township needs to prioritize the needs and first reduce the volume, while protecting the legal standing.

Sue Staton, 21 Columbia Drive expressed concern with a no left turn designation.  She suggested it be restricted to certain hours.

Bruce Marks, 20 Columbia Drive stated that many drivers are running stop signs at intersections.

Brian Blanks, 16 Annapolis Drive stated he would prefer a long term solution and suggested altering speed limits.

Mr. Rached explained that speed limits are determined by State statute.

Proposed Electronic Traffic Ticket Processing System

Mayor Brown inquired if Council had been briefed on the plan.

Council consensus to accept the Township Manager’s plan.

Resolution No. 349-2010 – Resolution Authorizing the Filing of an Application for F/Y 2011 Community Development Block Grant

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to open public hearing on Resolution No. 349-2010.

Motion Carried: 5-0.

There being no comments, Mayor Brown called for a motion to close the public hearing.

Ordinance No. 31-12-2010 – An Ordinance of the Township of Evesham, In the County of Burlington, New Jersey, Cancelling Certain Funded Appropriation Balances in the Amount of $755,000 and Reappropriating Said Funds for Other Capital Improvements and for Other Purposes

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to open the public hearing on Ordinance No. 31-12-2010.

Councilman McKenna motioned, seconded by Deputy Mayor Howarth, “In accordance with NJSA 40A:14-88, I move to acknowledge that the Township Council of the Township of Evesham has reviewed the compensation of the Board of Fire Commissioners as set forth in their proposed 2011 Budget which is scheduled to be voted upon by the public on February 19, 2011.”

COUNCIL COMMENTS

Councilwoman Hackman wished everyone Happy Holidays and Councilman McKenna best wishes. 

Councilman Croft wished everyone a Merry Christmas and congratulated Township Manager Czerniecki on his award.  He wished Councilman McKenna good luck in his future and stated that he would be missed on Council.

Deputy Mayor Howarth wished all a Merry Christmas and Happy New Year; he wished Councilman McKenna best of luck.

Mayor Brown congratulated Township Manager Czerniecki on his award;  wished everyone Happy Holidays; and recognized Councilman McKenna.

Councilman McKenna thanked everyone for their comments. He offered best wishes and good luck to Council-Elect Zeuli.  He stated that it was a pleasure serving on Council and commended Mayor Brown and Council members for their concern for the community.  He thanked Township Professionals and staff for their work and acknowledged Township Manager Czerniecki as a great leader and mentor.
