Regular Meeting
The Regular Meeting of the Evesham Township Council was called to order by Mayor Brown at 6:32p.m. The meeting was held in the Meeting Room of the Evesham Township Municipal Complex at 984 Tuckerton Road, Marlton, NJ 08053.
Flag Salute.
Mayor Brown announced that the meeting was being held in accordance with the Open Public Meetings Act. Notice was sent to The Central Record and The Burlington County Times, posted on the Bulletin Board and sent to those who requested notification.

Mayor Brown thanked the voters for their support and the record turnout at the General Election; he noted that more votes were cast for the Mayoral race than the Congressional.
Presentations
Marlton Business Association to DARE Program
Dave Scott, representing the Marlton Business Association presented a $450 donation to Police Officer Tom Magee to help support the D.A.R.E. Program essay contest.
Mayor Brown thanked both the Marlton Business Association and Officer Magee for their contributions to the program.
Township Solicitor Drollas arrived 6:40p.m.
Black Run Preserve Team Presentation by John Volpa and Maureen Heenan
Township Manager Czerniecki introduced John Volpa of the Environmental Commission to speak on improvements at the Black Run Reserve.
Mr. Volpa outlined the goals and benefits of the Black Run Preserve project. He highlighted the protection of environmental resources, summer teacher institute and the need for permanent preservation.
Maureen Heenan spoke on the summer teacher institute and education benefits associated with the project.
Councilman McKenna inquired on the funding requirements of the project.
Mr. Volpa referenced grant and green acres incentives.
Township Manager Czerniecki informed Council that passive recreation and trails were a requested item as a result of the visioning study. He further stated that completion of a recreation path should occur by spring.
Mr. Volpa requested improvement to signage for visitors.
Public Comment
Eleanor Bisignano, 1900 Old Marlton Pike, inquired on the status of her request for a copy of a traffic report completed on the Old Marlton Pike and requested consideration of reducing the speed limit on Old Marlton Pike.
Township Manager Czerniecki stated that a copy of the report will be provided. He explained that the traffic study did not support a speed limit reduction.
Discussion followed.
Mary Mulholland, 4 Annapolis Drive, expressed concern regarding traffic cut-through in her development including excessive speeds and the danger to children in the area.
Discussion followed on various traffic calming devices and alternatives.
Mayor Brown requested that the Township Traffic Engineer be consulted and the subject be listed as a work session item on the December 7th agenda.
Barry Ruth, 100 Woodhollow Drive, provided photos to Councilmembers depicting recreational vehicle and landscaping equipment parking on Westerly and Lincoln Drive in violation of Township ordinances.
Susan Diambrosio, 1303 Arrowwood Court, supported Mr. Ruth’s complaint.
Township Solicitor Drollas stated that he would review the codebook and zoning to address the issue.
WORK SESSION
Reorganization 2011
Township Clerk Bonfrisco requested Council consider a date for the 2011 Reorganization Meeting and if they wish to advertise for board vacancies.
Council consensus to hold the 2011 Reorganization Meeting on Monday, January 3, 2011 at 4p.m. and to continue with regular procedure of advertising vacancies on boards and committees.
ORDINANCES – SECOND READING
Ordinance No. 26-11-2010 – An Ordinance of the Township of Evesham in the County of Burlington, New Jersey, Authorizing and Approving a Loan in the Amount of $1,200,000, as Co-Borrower Together with the Marlton Lakes Civic Association to Finance the Cost of Restoration of a Dam Known as Upper or Flamingo Lake Dam; Authorizing a Loan Agreement and a Co-Borrower Agreement; and Authorizing the Issuance of General Improvement Bonds or Notes of the Township to Finance the Same
On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to open the public hearing on Ordinance No. 26-11-2010.

Ordinance No. 27-11-2010 – Bond Ordinance of the Township of Evesham in the County of Burlington, New Jersey, Authorizing the Issuance of Not to Exceed $1,500,000 Aggregate Principal Amount of General Obligation Refunding Bonds of the Township to Refund Certain Outstanding Bonds, and Appropriating the Proceeds of Such Refunding Bonds to Such Purpose
On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to open the public hearing on Ordinance No. 27-11-2010.

Council Comments: Councilman Croft inquired if the resolutions were for the purchase of new trucks.
Township Manager Czerniecki confirmed that the resolutions provided for the purchase of two new trucks.
Discussion followed on other options such as purchase of used trucks.

STAFF COMMENTS
Township Clerk Bonfrisco reminded Council that their informational packets for the League of Municipalities Convention are in their mailboxes.
Township Manager Czerniecki informed Council that Evesham Township received a score of 80/88 on the benchmark items from the Department of Community Affairs and can therefore anticipate full state aid payment.
