Special Meeting

The Special Meeting of the Evesham Township Council was called to order by Mayor Brown at 4:00p.m.  The meeting was held in the Meeting Room of the Evesham Township Municipal Complex at 984 Tuckerton Road, Marlton, NJ 08053.

Flag Salute.

Mayor Brown announced that the meeting was being held in accordance with the Open Public Meetings Act.  Notice was sent to The Central Record and The Burlington County Times, posted on the Bulletin Board and sent to those who requested notification.

ROLL CALL: Present: Croft (via telephone), Hackman, Howarth, McKenna, Mayor Brown

            Absent: XXX

Also Present: Township Manager Czerniecki, Deputy Township

              Manager/Finance Director Shanahan, Township

              Clerk Bonfrisco, Deputy Township Clerk Friddell

Preliminary Public Comment

There being no comments, public comment was closed.

ORDINANCES – FIRST READING

Ordinance No. 27-11-2010 – Bond Ordinance of the Township of Evesham, in the County of Burlington, New Jersey, Authorizing the Issuance of Not to Exceed $1,500,000 Aggregate Principal Amount of General Obligations Refunding Bonds of the Township to Refund Certain Outstanding Bonds, and Appropriating the Proceeds of Such Refunding Bonds to Such Purpose

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to introduce Ordinance No. 27-11-2010, with second reading and public hearing on November 9, 2010.

Council Comments: Township Manager Czerniecki informed Council that the bond ordinance would save $92,000 over the next 12 years and needed to be acted upon before year’s end.

Motion Carried: 5-0.

Resolutions

Resolution No. 296-2010 - Resolution of the Township of Evesham, in the County of Burlington, New Jersey Making Application to the Local Finance Board Pursuant to N.J.S.A. 40A:2-51

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to adopt Resolution Nos. 296-2010.

Council Comment:  Township Manager Czerniecki explained that the resolution allowed the bond ordinance to be brought before the Local Finance Board

Motion Carried 5-0.

Resolution No. 297-2010 - Resolution Authorizing Competitive Contracting for the Contract Administration of Municipal Regional Residential Trash Services

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to adopt Resolution No. 297-2010.

Council Comment: Township Manager Czerniecki stated that the resolution authorizes competitive contracting for the contract administration services relating to the MRRTS. 

Councilman McKenna inquired if the schools were included in the program.

Mr. Czerniecki stated they were not.

Motion Carried 5-0.

PUBLIC COMMENT

None.

STAFF COMMENTS

Township Manager Czerniecki informed Council that the solar panels are in place on the Blue Barn and that the clips are in place on the Municipal Building and panels will be in place shortly.

COUNCIL COMMENTS

Councilman McKenna inquired on the status of the redevelopment of the old municipal building.

Township Manager Czerniecki explained that the agreement was extended to allow for environmental testing.  He stated that the tenant utilizing the ground for equipment storage was notified and has removed all property from the site. 

Councilman McKenna inquired when the redevelopment might be complete.

Township Manager Czerniecki provided a conservative estimate of one year for work to commence.

Councilman McKenna remarked on how well the Marlton Circle project was progressing.

Discussion followed on benefit of proper signage and the results of the Township's efforts to meet with DOT representatives prior to construction. 

Mayor Brown requested the Township be active in responding to a letter from Melody Homer to coordinate an event marking the ten year anniversary of 9/11.

Mayor Brown requested Township Manager Czerniecki schedule a meeting with Rob Malloy a property owner on Maple Avenue and Carlos Martinez, Director of Community Development regarding Mr. Malloy's interest in expanding his property.

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to adjourn the meeting.
