The Regular Meeting of the Evesham Township Council was called to order by Mayor Brown at 6:30p.m.  The meeting was held in the Meeting Room of the Evesham Township Municipal Complex at 984 Tuckerton Road, Marlton, NJ 08053.

 

Flag Salute.

 

Mayor Brown announced that the meeting was being held in accordance with the Open Public Meetings Act.  Notice was sent to The Central Record and The Burlington County Times, posted on the Bulletin Board and sent to those who requested notification.

2010 Cherokee High School Valedictorian – Janice Li

Mayor Brown read the proclamation into the record and presented it to Janice Li, congratulating her on her achievement.

ORDINANCES – SECOND READING

Ordinance No. 7-5-2010 – Amending the Code of the Township of Evesham by Adding a New Chapter 101 Entitled “Limousines”

 

On motion by Deputy Mayor Howarth, seconded by Councilwoman Hackman, it was moved to open the public hearing on Ordinance No. 7-5-2010.

There being no comments, Mayor Brown called for a vote to close public hearing.

Ordinance No. 15-7-2010 – An Ordinance of the Township of Evesham to Repeal Ordinance No. 1-1-2005 and Subsequent Amendments Thereto, Which Provided for Salaries and Compensation to be Paid to the Officers and Employees of the Township of Evesham and to Substitute Therefore Salaries and Compensation Herein for the Year 2010 and Beyond

 

On motion by Deputy Mayor Howarth, seconded by Councilwoman Hackman, it was moved to open the public hearing on Ordinance No. 15-7-2010.

Ordinance No. 16-7-2010 – Ordinance of the Township of Evesham Amending Chapter 160, The Zoning Code of the Township of Evesham to Implement the Recommendations of the 2010 Master Plan Reexamination/Amendment and to Create the Evesham Crossroads Overlay Zone (Incorporating Planning and Design Concepts of the Evesham 2020 Vision Plan)

 

On motion by Deputy Mayor Howarth, seconded by Councilwoman Hackman, it was moved to open the public hearing on Ordinance No. 16-7-2010.

Ordinance No. 17-8-2010 – An Ordinance of the Township of Evesham, County of Burlington, State of New Jersey, Amending Chapter 160 of the Land Use Code of the Township of Evesham Entitled “Zoning” to Permit Helistops as Conditional Uses in the Land Use Development Ordinance of the Township of Evesham

 

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to introduce Ordinance No. 17-8-2010, with second reading and public hearing on August 10, 2010.

On motion by Deputy Mayor Howarth, seconded by Councilwoman Hackman, it was moved to introduce Ordinance No. 18-8-2010, with second reading and public hearing on August 10, 2010.

 

Council Comments: Councilman McKenna inquired on purpose of Ordinance.

 

Township Manager Czerniecki explained that the ordinance makes additional changes including drive-thru requirements and signage.

PUBLIC COMMENTS

There being no comments, public comment was closed.

 

STAFF COMMENTS

Township Engineer Staszewski informed Council that the pre-construction meeting for the solar project was held on Monday and that work will begin within the next few weeks. 

 

Mayor Brown inquired on discretionary aid projects and suggested that the sidewalks on Willow Bend Road be looked at, as well as Cooper Avenue and in the area of Elmgate and Erindale Drive.

 

Township Manager Czerniecki reported to Council that following the bond opening for the solar project, they can project a $50,000 net budget reduction per year.

 

Township Manager Czerniecki requested Council’s consent to amend the Police Department SOA contract for an omission regarding promotional language, which will not produce any added costs.

 

Council consensus to move forward and prepare resolution for next meeting.

 

Mr. Czerniecki stated that he does not need to meet in Executive Session.

 

COUNCIL COMMENTS

Councilwoman Hackman complimented the Celebration Committee on the excellent 4th of July event.

 

She suggested the Township look into a Youth Advisory Commission.

 

Councilman McKenna commented that he received positive feedback regarding the July 4th events.

 

Mayor Brown inquired regarding estimated tax bills.

 

Township Manager Czerniecki explained the procedure and that the website provides a detailed explanation.  He further stated that the October mailing will include a written explanation.

 

Mayor Brown thanked the Yellow Ribbon Club and the Evesham Celebrations Committee for their tremendous contribution to the July 4th celebration.  He stated that the event was unprecedented since most surrounding municipalities did not offer fireworks.  He thanked Police Chief Barth, Fire Chief Lowden and Township Manager Czerniecki for their work in creating a safe environment and emergency preparedness.

 

Township Manger Czerniecki commended the Mayor for his enthusiasm in encouraging such volunteerism.  He thanked all involved, most notably Monica Vandenberg, Communications and Special Services Manager for her coordination of volunteers and events.

 

On motion by Councilwoman Hackman, seconded by Deputy Mayor Howarth, it was moved to adjourn the meeting.
